Wayne and Jeannie Looney took on their share of the American dream by opening a food cart at Canby's Community Park and Saturday Market. To get there, the pair had to jump through plenty of hoops and regulations. They also received a good dose of encouragement as they opened their Dewey's Dogs food cart.
